NCDMB launches digital certification for oil and gas training providers
New Nigerian Content Trainers' Registration Certificate (NCTRC) goes live on July 27 to standardise training quality and strengthen human capacity development across the industry.
The Nigerian Content Development and Monitoring Board (NCDMB) will officially launch the Nigerian Content Trainers’ Registration Certificate (NCTRC) on Monday, July 27, 2026, introducing a new digital certification system aimed at improving the quality and standardisation of training across Nigeria’s oil and gas industry.
The certification platform will be accessible through the Nigerian Oil and Gas Industry Content Joint Qualification System (NOGIC-JQS) portal and is expected to strengthen the Board’s oversight of training service providers operating within the sector.
The NCTRC is a digital verification and certification framework designed to assess, inspect, verify, and rate organisations that provide training services to the Nigerian oil and gas industry. It was developed to implement the Regulation for Training in the Nigerian Oil and Gas Industry, which the Board issued in February 2021 to establish minimum standards for human capacity development in the sector.
Under the regulation, the NCDMB is responsible for setting minimum requirements for training facilities, technologies, and service delivery while conducting regular assessments and inspections of training providers. The framework also requires operators and training organisations to submit accurate training information through the NOGIC-JQS portal for verification.
Developed by the Board’s Directorate of Capacity Building through its Infrastructural Development Division, the NCTRC introduces a structured and transparent process for evaluating training providers based on their facilities, instructors, equipment, accreditations, operational capability, and track record in delivering industry training.
The certification framework covers 11 Areas of Training Specialisation (ATS), including Health, Safety and Environment; Engineering and Quality Assurance; Petroleum and Geosciences; Drilling, Production Operations and Oil and Gas Processing; Facilities Design and Construction; Project Management; Supply Chain Management; Asset Management and Maintenance; Information and Communication Technology; Entrepreneurship, Soft Skills and Oil and Gas Business; and Maritime, Nautical Studies and Offshore Logistics.

To qualify for certification, organisations will undergo a comprehensive assessment covering the quality of their training infrastructure, availability of qualified instructors, industry accreditations, equipment, previous training experience, and capacity to provide on-the-job training. Successful applicants will be placed into one of five certification categories based on their capabilities, while certificates issued under the scheme will remain valid for two years.
According to the Board, the initiative is expected to improve confidence in training providers by ensuring that only organisations with the required technical expertise, facilities, and personnel are certified to deliver industry training. It is also intended to improve the quality and credibility of training programmes while supporting the development of a highly skilled Nigerian workforce for the oil and gas sector.
As part of the certification process, applicants will be required to provide verifiable information on their facilities, instructors, equipment, accreditations, operational capacity, and previous training activities. The Board will review submitted documents and, where necessary, carry out physical or virtual inspections to validate the information before approving applications.
The NCDMB also emphasised that applications for the Nigerian Content Trainers’ Registration Certificate are completely free of charge. In line with the Presidential Directive on Local Content Compliance, the Board said it does not recognise consultants, agents, or third parties for the application process. Registered companies are expected to complete and submit their applications directly through their NOGIC-JQS accounts.
The Board further warned that the submission of forged or falsified documents is a criminal offence and could lead to administrative sanctions, revocation of certificates, and prosecution under the Nigerian Oil and Gas Industry Content Development Act, the Criminal Code Act, and other applicable laws.
Training organisations and other industry stakeholders have been encouraged to review the NCTRC Application Guidance Notes and begin the certification process through the NOGIC-JQS portal from Monday, July 27, 2026.
With the introduction of the NCTRC, the NCDMB says it is reinforcing its commitment to raising the standard of human capacity development in Nigeria’s oil and gas industry by ensuring that certified training providers meet defined benchmarks for quality, competence, and industry relevance.
